    COMMUNITY RECYCLING PROGRAMME 2001 to 2005

    1. 2001-02: Phase 1: Pilot Project
    10 out of 20 communities are still recycling. Recycling programmes can be sustainable !

    2. 2002-03hase2: Learning Programme
    Achieved through research, seminars, workshops and visits to recycling facilities.

    3. 2004-05. Phase 3:
    * Ground Expansion Programme by
    Community Recycling Taskforce, Penang:
    Our Community Recycling Taskforce will spread the recycling programme to cover all of Penang Island and Seberang Perai.

    4. 2002 October 12th: Recycling Expo
    Y.A.B. Tan Sri Dr. Koh Tsu Koon, Chief Minister of Penang, launched this event in the Gurney Plaza and presented Certificates of Appreciation to recycling activists and recycling agents in the State of Penang.

    5. 2003 June 7th: Hazardous Waste Collection Programme in Supermarkets
    YB Dato' Dr. Teng Hock Nan, State Exco Member, Penang, launched the programme in the Sunshine Farlim Supermarket

    6. 2003-2004: Recycling and Safe Disposal of e-Waste study
    Commissioned by Y.A.B. Tan Sri Dr. Koh Tsu Koon, Chief Minister of Penang, and sponsored by MPPP.

    7. 2003 December 30th:
    (1) MPPP's 2003 National Recycling Day Celebration, (2) Hazardous Waste Collection Programme in wet markets
    (3) 2nd edition of Penang Recycling Guidebook, (4) Penang's Community Recycling Taskforce and
    (5) State Recycling Convention
    YB Dato' Dr. Teng Hock Nan launched all the above in Cititel Hotel and presented Certificates of Appreciation to recycling activists and agents (National Recycling Day is on November 11th each year).

    8. 2004 July 18th:
    Household Composting Project
    YB Dato' Dr. Teng Hock Nan launched his project in the MPPP Office, Pulau Tikus Market ' aided by composting specialist, Mr. Khor Hung Teik, and YB Dato' Dr. Teng's and YB Chia Kwang Chye's service centres and the Lions Club of Penang Light.

    9. Recycling Certificates 2004
    Certificates will again be presented this year to recycling activitists, communities, agents, buyers, processors and factories.

    10. 2nd Edition of Composting Guidebook
    The book, under print, will be presented to recycling groups and interested individuals.

    11. Community Outreach Programme
    A recycling awareness campaign to be carried out in night markets, supermarkets and other public places. (Pending approval).

    12. Training of Trainers Programme
    To train educators and motivators for the Community Recycling Programme.
    (Pending approval).

    13. Community Collection Centres
    Meanwhile, MPPP and MPSP have built these centres for community recycling groups from Federal Government funds.



    SOLID WASTE MANAGEMENT PROGRAMME 2004 to 2005


    1. International thinking is against incinerators because of their high capital and operating costs and health hazards. It is also against the burning of plastics, especially PVC, because of dioxin production.

    2.PEWOG is working on alternative solid waste management processes to facilitate Y.B. Dato' Dr. Teng Hock Nan's strategy of waste separation and composting.

    These waste management processes include municipal waste separation, municipal composting, recycling of inorganic waste and hazardous waste management.

    3. PEWOG Chairman, Dato' Dr. Ong Hean Tee, attended the 'Waste Not Asia 2004' meeting in Seoul from June 21st to 24th and chaired the discussion on Plastics and PVC.

    4. Tuesday, 18 May 2004: Star newspaper carried an article 'Beaches of plastic' on page 4, Star Two. It is reproduced for PLCGF members. The article was extracted from the May 6, 2004 National Geographic Society report 'Oceans awash with microscopic plastics, scientists say'.


    COMMUNITY CLEANLINESS PROGRAMME

    PEWOG will be launching this programme in support of Y.A.B. Tan Sri Dr. Koh Tsu Koon's call to the people (community, government and private sector) to keep our neighbourhoods clean. He made the call in the 2003 'Love Our Rivers' campaign.

    A Community Cleanliness Taskforce will promote proper waste management and reduction of indiscriminate waste dumping.



    SEA POLLUTION CONTROL AND FISHERFOLK ASSISTANCE PROGRAMME (+ Eco-Tourism)

    This programme is planned for the coastal area of Seberang Perai Selatan, around and near the Pulau Burung sanitary landfill.

    Water quality will be regularly tested and sources of pollution, if any, will be located and control measures proposed. Projects will be carried out to help inshore fisherfolk supplement their income.



    HEALTH CARE WITHOUT HARM

    PEWOG plans to work with private and government clinics and hospitals on this international programme for safe disposal of medical and healthcare waste.

    PEWOG Logo Description

    Conceptualised by Dato' Dr. Ong Hean Tee, Chairman of PEWOG, the Penang Environment Working Group, Penang, Malaysia, on 13th May 2004, and drawn by Mr. Lee Chea Hin, the logo was approved by the Penang Environment Working Group on May 25th 2004.

    The logo reflects the natural environment of Penang in particular and the World in general.

    The white background in the top half represents clean air and the sky and a clean and bright future for Penang.

    The three green palms of different sizes represent the living things of the world, their differences and similarities and the harmony and accommodation necessary to sustain life and the environment.

    The yellow strip represents land and the richness of Mother Earth.

    The blue waves represent water and the waterways and the importance of clean water in our living environment.

    The white sky, the yellow land, the blue water and the green living things make up the natural environment of Penang and the World.

    The yellow strip also represents the Penang Bridge, bridging the two parts of Penang's mainland Seberang Perai (palms) on one side and Penang Island (sea) on the other side.

    PEWOG's Mission
    To assist the Penang State Government and the Malaysian Federal Government to achieve a clean and safe living environment for the people of Penang and Malaysia.

    <![CDATA[About Us]]> The Penang Environment Working Group (PEWOG) is a consultative, planning and coordinating environmental body set up by the State Local Government Committee of Penang, Malaysia.

    PEWOG is an environmental working group set up by the Penang Local Government Consultative Forum when the Forum was formed in Year 2000 by Y.B. Dato' Dr. Teng Hock Nan, State Executive Council Member and Chairman of the Local Government, Environment and Traffic Management Committee, State Government of Penang.

    (The Committee was renamed the Local Government, Traffic Management, Information and Community Relations Committee after the country's General Elections in March 2004). 

    In May 2004, PEWOG was accepted as a member of the new State Environment Committee of the State Government of Penang, under the leadership of Y.B. Mr. Teng Chang Yeow, State Exco member for Tourism Development and Environment.


    Objective

    To be a clearing house of environmental issues in the State of Penang, particularly in local government, environment, agriculture and eco-tourism.


    Working mode

    A consultative and cooperative tripartite (LA21) forum for community, government and private sector to work together on environmental matters concerning Penang, Malaysia and the World.
